Daylight saving time: Does Mississippi want to stop changing the clocks?

(NEXSTAR) — We’re just weeks from changing the clocks back an hour as daylight saving time comes to an end. If lawmakers in several states had their way, this would be the last time their constituents observe the biannual practice. 

In nearly every state over the last year, lawmakers have considered legislation to lock the clocks on permanent daylight or permanent standard time. 

Two states, Arizona (at least most of it) and Hawaii, already observe permanent standard time. Ten other states have enacted legislation that would make daylight saving time permanent, should Congress approve such a move. 

In roughly half of the remaining states, efforts have focused on permanent standard time. The map below shows an overview of the legislative actions states have taken recently regarding the seasonal time change.

Here’s a deeper look at where efforts to end daylight saving time clock changes stand in each state: 

Congress

Two bills would put the U.S. on year-round daylight saving time. Two others would allow states to decide if they want to observe permanent daylight saving time. All four were referred to committee, and one requires a revote.

Alabama

No active legislation this year, but a law to put Alabama on permanent daylight saving time with Congress’s permission was enacted in 2021.

Alaska

Four bills have been introduced, all focused on permanent daylight saving time. None have passed. 

Arizona

Arizona already observes permanent standard time.

Arkansas

A bill that would have made standard time permanent died in committee.

California

A bill that would put the state on permanent standard time remains in committee. Voters gave the legislature permission to lock the clocks in 2018, but the state has failed to do so. A Senate resolution that acknowledges the health benefits of year-round permanent standard time passed in March.

Colorado

Lawmakers have not introduced related legislation in Colorado this year, but in 2022, the state enacted a law to allow permanent daylight saving time with Congress’s permission. 

Connecticut

A bill to put Connecticut on permanent daylight saving time, with federal approval, if Massachusetts, Rhode Island, and New York enact such legislation, was referred to committee.

Delaware

In 2019, the state enacted a law to observe permanent daylight saving time with federal permission if Maryland, New Jersey, and Pennsylvania do the same.

District of Columbia

After not considering related measures in recent years, the District of Columbia’s Board of Elections recently approved the text of a measure that would exempt the district from observing daylight saving time.

Florida

While its Congressmen have struggled to pass their permanent daylight saving time bills, Florida became the first state to enact such legislation in 2018. Nonetheless, the move requires federal authorization.

Georgia

Georgia passed a bill in 2021 to adhere to permanent daylight saving time if given the chance.

Hawaii

Like Arizona, it’s no surprise that there is no proposed legislation this year.

Idaho

A bill to put Idaho on permanent standard time, if Washington and Oregon did the same, was introduced earlier this year. 

Illinois

Multiple bills in the Senate and House to enact permanent daylight saving time in Illinois, as well as a resolution that would urge Congress to enact permanent daylight saving time, were introduced this year. None have passed.

Indiana

Three bills, one in the state Senate and two in the House, would exempt Indiana from daylight saving time. All three remain in committee.

Iowa

A bill to make daylight saving time permanent in Iowa was referred to a House subcommittee and recommended for passage. A similar bill in the Senate remains in a subcommittee. 

Kansas

A bill to put Kansas on permanent standard time while leaving the door open to switching to permanent daylight saving time following an act from Congress was referred to committee. It passed through the Senate and moved on to the House, but the legislature is adjourned until January 2026.

Kentucky

A bill to make standard time permanent in Kentucky was sent to committee, where it remains as of August.

Louisiana

In 2020, Louisiana enacted a law to permanently observe daylight saving time if given the chance.

Maine

Few states passed legislation related to seasonal time change this year, and Maine is one of them. Enacted in June, the law calls for year-round daylight saving time with federal approval. A bill that would have put the state on permanent standard time was indefinitely postponed a day later.

Maryland

A bill to make daylight saving time permanent in Maryland was withdrawn by its sponsor in February, and no additional legislation has been brought forth since.

Massachusetts

Multiple bills to enact permanent standard time have been introduced, and all were referred to committee. A bill to enact permanent daylight saving time has faced a similar fate.

Michigan

A bill to exempt Michigan from observing daylight saving time was referred to committee in March.

Minnesota

While the state approved a plan to enact permanent daylight saving time in 2021, companion bills introduced this year would put Minnesota on permanent standard time until Congress gives states authorization “to recognize advanced standard time year-round.” Both bills are in committee. 

Mississippi

Legislation to make daylight saving time permanent in Mississippi was declared dead in March.

Missouri

A bill that would put Missouri on permanent standard time, but switch it to permanent daylight saving time if the U.S. did so, was introduced earlier this year.

Montana

A bill that would have made standard time permanent in Montana died in May.

Nebraska

Two bills — one for permanent daylight saving time, the other for permanent standard time — were scheduled for final readings in March. Another resolution calling for Nebraska’s Congressional delegation to “take affirmative action to reform the present approach to daylight saving time” was referred to committee.

Nevada

A bill that would have made standard time permanent in Nevada passed through the Assembly but stalled in a Senate committee. No further action is allowed on the legislation. A similar bill in the Senate faced a similar fate.

New Hampshire

The state has not considered legislation in recent years.

New Jersey

A bill to observe standard time year-round in New Jersey was introduced in February and referred to committee. Bills for permanent daylight saving time introduced last year were also referred to committee. 

New Mexico

There hasn’t been any legislation regarding seasonal time changes introduced in recent years.

New York

There have been several daylight saving time-related pieces of legislation brought forth in New York this year. They would create a task force to study the effects of daylight saving time on the state, make daylight saving time permanent, or make standard time permanent. None have passed as of August.

North Carolina

A bill to make daylight saving time permanent in North Carolina was introduced in February and referred to committee.

North Dakota

A bill introduced and passed by the House would have made standard time permanent in North Dakota. It was later amended to call for permanent daylight saving time by the Senate before failing to pass. Another bill to make standard time permanent failed to pass the House.

Ohio

House and Senate versions of a resolution calling for Congress to make daylight saving time permanent remain in committee. 

Oklahoma

A bill calling for permanent standard time was recommended for passage, but failed to receive enough votes in March.

Oregon

A bill to put all but one county in Oregon, Malheur County, on permanent standard time if California and Washington did the same in the next 10 years remains in committee. If California and Washington opted for year-round daylight saving time, and Congress approved it, all of Oregon, minus Malheur County, would do the same. Malheur County, the only county in the state that is on Mountain Time, would not have been impacted.

A bill with a similar goal, without the permanent daylight saving time stipulation, is also in committee. 

Pennsylvania

Bills calling for permanent standard time and permanent daylight saving time were referred to committees. A Senate Resolution calling for Congress to end seasonal time changes did pass. 

Rhode Island

There have not been recent efforts to change the seasonal changing of the clocks in Rhode Island.

South Carolina

Bills for permanent standard time and permanent daylight saving time were introduced in South Carolina; both remain in committee. 

South Dakota

A bill that would have made standard time permanent in South Dakota failed to pass earlier this year.

Tennessee

There has been no new legislation this year in Tennessee. In 2019, the state approved legislation to observe daylight saving time year-round with authorization from Congress.

Texas

Several pieces of legislation focused on the seasonal time change were introduced in Texas. One that would enact permanent daylight saving time was signed into law in June. Two similar bills remain in committee and are unlikely to pass. 

Multiple bills would have exempted the state from daylight saving time. They all remain in committee, and likely won’t pass, considering the aforementioned bill that did become law. Joint resolutions (three total) and a bill to give voters the chance to weigh in on which permanent time they would like to observe were also introduced. 

A joint resolution and a bill calling for year-round daylight saving time were referred to committees, but no additional action is expected on them.

Utah

A bill that would have put Utah on year-round standard time was tabled indefinitely in February.

Vermont

While there has not been any new legislation introduced regarding seasonal time changes, the state previously considered a bill to make daylight saving time permanent.

Virginia

A bill to put Virginia on permanent standard time failed to pass earlier this year, as did a bill that would have made daylight saving time permanent with federal approval.

Washington

A bill to make standard time the year-round time in Washington remains in a Senate committee as of August.

West Virginia

Two bills to eliminate daylight saving time in West Virginia were referred to committee. 

Wisconsin

Legislation to lock Wisconsin clocks on standard time remains in committee. 

Wyoming
The state is not considering any seasonal time change legislation this year. In 2020, Wyoming enacted a law to observe daylight saving time permanently if three more western states — Colorado, Idaho, Montana, Nebraska, North Dakota, South Dakota, or Utah — do the same. Only Colorado has passed similar legislation.

For now, daylight saving time is set to end on November 2.
